It was signed by the then Prime Minister of India, Indira Gandhi and her counter part Zulfikar Ali Bhutto, President of Pakistan in a bid to reverse the consequences of 1971 war (i.e. to bring about withdrawl of troops and an exchange of Prisones of wars).
